SECRETARY OF STATE'S VISIT TO PHILIPPINES (27-29 MAY)

1.

The Secretary of State will be visiting the Philippines and Hong Kong during the Whitsun recess. This minute calls for briefs for use in the Philippines. HKD will deal separately with briefing for Hong Kong.

2. This will be the Secretary of State's first visit to the Philippines, and the first by a British Foreign Secretary since 1982. It follows a visit by Lord Glenarthur in September 1987. The Secretary of State will have talks with President Aquino, the Foreign Secretary, the Trade and Industry Secretary, the Transport and Communications Secretary and probably the Defence Secretary. The main objectives will be to reiterate our support for Mrs Aquino's administration, and to explore ways in which UK commercial interests in the Philippines may be expanded.

3. I should be grateful if Departments would prepare briefs as indicated on the attached lists with the first named Department acting as the lead Department. Briefs should be in standard format (circular 170/87 attached for non-FCO recipients), headed as for this minute and in final form. Please bear in mind the Secretary of State's preference for points to make in tiret form. Checklists with a Philippine flavour will be sufficient for subjects the Secretary of State knows well, notably briefs 19-22.
