Whenever I meet Chinese Ministers it is Hong Kong that lies at
the heart of our discussions. It is not subordinated to any other objective or any wider concern. My Chinese counterparts share my
determination that the Joint Declaration should be made to work, and
in every detail. I am convinced that their commitment to Hong
Kong's stability and prosperity equals my own.
16. Hong Kong is also uniquely placed to play an even wider role,
as pace-setter for prosperity in the region. A far-sighted
government and a dynamic private sector are working together to
achieve this. Hong Kong is entrepot; communications hub; catalyst
for economic expansion. Hong Kong's influence and example
constitute a powerful stimulus for change throughout South China.
They will assist the planned development of the whole of China's
coastal zone. They will also contribute to making the Pacific Rim
perhaps the fastest growing region of the world in the years ahead.

17. There is every reason to believe that Hong Kong can retain
that role. It has formidable assets, both human and physical.
has a framework of assurances for the future within which it can
deploy those assets to powerful effect. It is natural that there
should be fears. But it would be tragic if uncertainty was to feed
upon itself and prevent Hong Kong from realising its potential.
There is nothing to fear but fear itself.

Hong Kong's history and Hong Kong's triumph is one of
successful adaptation to change. I have no doubt that this is also Hong Kong's destiny. As you prepare for that destiny I can assure
you that you have the understanding and the full support of the
British Government.
