SECRETARY OF STATE'S VISIT TO HONG KONG
It is as complete as we can
1. I submit the briefing for this visit.
make it at present. The only items to follow are:
(i)
(ii)
the Governor's scene-setting telegram from Hong Kong, which he has
promised to send us by 25 May;
the speech which the Secretary of State will deliver at a lunch for
community personalities. This is being handled separately.
The briefing includes opening statements for the meetings with ExCo and OMELCO,
and also for the concluding press conference. All three will no doubt need
further work in the light of developments, in particular the last of these.
2. We are also putting together a folder of supporting documents. I assume
that one copy of these will suffice although we can of course produce more.
The folder will reach you before close of play.
3. For Lady Howe we have put together a complete set of briefs. In addition
we shall let you have before close of play a folder of background papers giving
a comprehensive introduction to all aspects of Hong Kong's life.
The guest
lists which the party will be given in Hong Kong include brief personality
notes on all those whom Lady Howe will meet during the visit. Please let me
know if there is any further material which you would like us to supply.
