Manila and Hong Kong

Thank you for your minute of 27 April.

In Manila the second official to be accommodated at the Residence should be the Private Secretary, since he is likely to be needed late at night and early in the morning.

In Hong Kong both Private Secretaries should stay at Government House and the PAs in the Furama Hotel. The other arrangements proposed are fine. I am not terribly happy about the suggestion that we should rely on the Hong Kong Government House telephone operator to get calls to London. The essential thing from our point of view is to be able to get through instantly when necessary, since very little time is sometimes available. Although the operator does his best, in my experience you frequently have to wait 5 minutes or so before the call comes through. I hope that they could therefore consider installing a direct dial telephone. I think we had one when we were there before.
