Secretary of State's visit to Hong Kong: Helicopters

Thank you for your minute of 4 May. In the circumstances there seems no alternative to having two helicopters. I rather doubt whether it is necessary for two detectives to travel in the helicopter to protect the Secretary of State while he is in the air (I am not sure that they are accurate enough to bring down SAMs), but even if we dispense with one of them, the second helicopter is likely to be necessary.
