VISIT OF THE SECRETARY OF STATE TO HONG KONG: 29-31 MAY: BRIEFING

1. I submit our proposed list of briefs for the Secretary of State. I should be grateful for your confirmation that we should prepare briefing on this basis. Each brief will have as its cover sheet an abbreviated check-list of points to make.

2. In addition to the substantive briefs and the separate folder of background briefs, we plan to submit a folder of relevant background papers (recent Hansard extracts on Hong Kong, relevant speeches etc).

3. We are aiming to submit a full set of briefs in final form on Friday 20 May, for the weekend box. The Secretary of State's speech will need earlier treatment, and I shall submit a first draft by

the end of this week.

4.

Lady Howe will have her own full set of briefs, supplemented by additional personality notes (where appropriate) and by fuller background information on Hong Kong.
