The Secretary of State may wish to take this opportunity to describe the present excellent state of our relations with China over Hong Kong; to emphasise the importance for confidence of international expressions of support for Hong Kong; and to press in particular for a new commitment to resettle some Vietnamese refugees

from Hong Kong.
