2. If the Secretary of State is attracted to the idea the next step should, I suggest, be to send instructions to

the Charge d'Affairs in Manila to take very informal soundings from the Presidential Palace and the Foreign Ministry. He could explain that the Secretary of State has important business in Hong Kong on 31 May and 1 June; that he is very conscious that he has not yet been able tov isit the Philippines;

and, if a call on the President were by any chance possible on Saturday 28 May he would like to take the opportunity of his visit to Hong Kong to visit Manila also.

3. Protocol Department will look into the cost of using a VC 10 for these journeys.
