The Secretary of State was grateful for Mr McLaren's minute of 31 March. He is content for the Manila option to be explored tentatively and without any commitment. He would, I think, be happy for our Charge in Manila to draw on the line suggested in Mr McLaren's para 2; but I would suggest that he should not be too precise about the dates of the Secretary of State's visit to Hong Kong at this stage.
