COI Summaries and UK Newspapers

The COI daily press summary will arrive early each morning and should be circulated with the first distribution of telegrams to the Private Secretaries and the Head of News Department.

Despatch details for UK newspapers will follow.

Finance

(a) Subsistence costs for the FCO party including Royal Military Police should be charged to Vote Al(1) (U)(2). Costs for the COI correspondent should be charged to the COI.

(b) Members of the party accommodated in the Residence/ Government House should receive one-third of the appropriate subsistence rate. Lady Howe should receive three-quarters of that paid to the Secretary of State.

(c) If any member of the party is a guest of government, they should receive 1/10 of the Class A subsistence rate.

(d) Instructions regarding subsistence entitlements for those staying in hotels will be sent separately.

(e) All members of the party will be entitled to subsistence except the Detectives. The hotel bill for the Detectives (covering room, services and taxes) should be paid by the post and charged to Metropolitan Police. This also applies during the advance visits.

(f) The FCO Vote should also be debited with telephone calls and mixes for drinks purchased in the Head of News

Department's suite. You are providing some duty free in the

suite.

(g) Other common service costs, ie the cost of extra telephones, hire of transport, office machinery, should also be charged to the FCO Vote.
