Lunch with community leaders. This is the one occasion which would give the Secretary of State exposure to quite a wide cross-section of the community. It would be a good opportunity for a speech expressing HMG's continuing commitment to Hong Kong and its transition. This could be a Chinese meal;
Briefing on development plans. The Governor attaches importance to giving the Secretary of State a feel of the continuing vitality and development of Hong Kong. Recent and projected developments in the infrastructure are spectacular;
Helicopter tour plus visit to container port. This would
continue the same theme. The Governor has commented that a visit to the port (which the Secretary of State has not undertaken before) would be a symbolic recognition of its emergence as the world's busiest and of its important role as a conduit for trade with Hong Kong and South China;
This would give "face"
Briefing at British Trade Commission. to a commercial effort which of necessity must usually adopt a low profile. The following meeting with Diplomatic Service staff is a standard part of such programmes;
viii) Dinner at Government House. The Governor proposes that the
guest list might comprise the Chief Secretary, the Financial Secretary, the Attorney-General, Sir S Y Chung, Miss Dunn, the two Vice-Chancellors of Hong Kong's universities and a selection of local businessmen, plus spouses;

ExCo meeting. A standard fixture;

Visit to Hong Kong Polytechnic (or industrial estate or new town). The visit to the polytechnic would break new ground. It would strike the right note of concern for youth and for Hong Kong's technological future. I recommend that this be
