Q: Will you withdraw the garrison if Finance Committee don't approve the DCA?
A: This agreement results from a long period of
very tough negotiations. We now have an agreement that ExCo has approved; and I hope that when it goes to the Finance Committee of LegCo they will see it for what it is: the best agreement that could be reached between the two sides. And I hope you will realise that the UK agreed to pay a higher share at a time of intense pressure on our defence budget worldwide.
Q: Was this forced on HKG by the Cabinet?
A: No. This was a negotiated agreement. question of it being imposed by the British
Government.
