Another matter of great topical interest is the draft Basic Law. As you will know, this was deducted in the House of Lords on 10

June.

There were a number of very constructive contributions, which we are considering carefully. In replying to the debate I

reaffirmed HMG's readiness to bring Hong Kong concerns to the

attention of the Chinese Government.

The Basic Law was a major theme of my meeting with Vice Minister, Zhou Nan in Peking. was encouraged by his response and

his apparent readiness to take account of these concerns. [To be

I also raised a number of other points on Hong Kong with Zhou Nan. I expressed satisfaction with the dialogue that is taking place on the formation of the first SAR Government but stressed the need for arrangements which provide for a visible continuity of administration across 1997. I also took the opportunity to

underline the importance of China's role in sustaining confidence in Hong Kong, through action as well as words. I tried also to get across the seriousness with which the emigration question is viewed in Hong Kong, and the fact that this is a genuine issue which must be faced up to squarely. [To be expanded].

I have come to Hong Kong, and to this meeting, primarily to listen. As time is short I am anxious to allow members the fullest

opportunity to express their views. Thank you again for your
