VISIT OF LORD GLENARTHUR TO HONG KONG: 29 JUNE-1 JULY 1988

BRIEF NO 1: STEERING BRIEF

Introduction

1.

This will be Lord Glenarthur's second substantive visit to Hong Kong (and his third in all) since he became Minister of State with special responsibility for the territory in June 1987.

Obectives

(i)

(ii)

The objectives of the visit are:

to demonstrate the strength of HMG's continuing commitment to Hong Kong and its future;

to pursue discussion of current issues with the Governor, ExCo, OMELCO and other representatives of the community;

(iii) to acquaint himself further with all aspects of Hong Kong.

Programme

3.

The programme of the visit is at Annex A. There are three

elements:

(i)

-

meetings formal, informal or social with the Governor, ExCo, OMELCO, officials businessmen and young professionals;

(ii)

visits to refugee camps, an industrial estate and a new

town;

(iii)

a press conference.
