Inconsistency with Joint Declaration?

Drafting of Basic Law responsibility of Chinese Government. But we will wish to satisfy ourselves that Basic Law accurately reflects provisions of Joint Declaration.

Studying draft carefully. Where there are any points we consider may be inconsistent with Joint Declaration, we are making our views known to Chinese authorities.

Pay close attention to views of Hong Kong people, as

reflected to us by Hong Kong Government.

Contacts with Chinese Government?

We are bringing to the attention of the Chinese Government views on Basic Law expressed in Hong Kong and elsewhere.

For example record of House of Lords debate was formally passed to Chinese Government through their Embassy in London.

Is LegCo debate appropriate?

Interest of LegCo members in Basic Law is natural and

understandable.

LegCo debate offers one means for members to make their personal views known.

[If asked]. See no reason why HMG should not pass to Chinese authorities record of discussion of Basic Law in LegCo [or records of discussions by Boards and Councils].

BLCC's refusal to accept views from Government organisations?

It is for BLCC to decide how it will collect views of Hong

Kong people.

What is important is willingness of Chinese Government to consider views from all quarters, however conveyed to them.
