Glad that preparation has gone smoothly for opening of JLG office on 1 July. No doubt that it will work in close co-operation with Hong Kong Government. Prospect of intensified pace of work and increased contacts between British and Chinese sides. Should assist
efficient conduct of business.
Current level of public interest in opening of JLG Office?

British and Chinese Governments attach importance to provisions of Joint Declaration which make it clear that JLG will not be organ of power, will not interfere in
administration of Hong Kong.
[Defensive]
Present visit to Hong Kong happens to coincide with opening of JLG Office on 1 July. Purpose of visit is not linked to opening, and I will not be involved in any events related to that.
