In common with EC and almost all other Western countries, we

are not prepared to give bilateral aid to Vietnam so long as its

Occupation of Cambodia remains.

But would not exclude support for modest assistance through

UNHCR to help returning boat people to re-integrate into their

communities. UNHCR are pursuing this with Vietnamese.
