4. The subject will almost certainly be raised by both

Premier Swan and the Minister of Home Affairs at their

bilateral meetings with the Minister. We have therefore considered with WIAD and HKD whether it would be appropriate for the Minister to make some concession to placate the Bermudians and to ensure that this question does not

overshadow every other topic for discussion. It might just for example be possible to do more for the Bermudians in a few years' time when the BN (0) passport is more widely recognised and accepted. WIAD and HKD are however of the view

that it would be premature to mention this now. Premier Swan would almost certainly seek to make political capital out of any offers we make. At this stage it might be better therefore not to go beyond offering to review the position, without commitment, in the future.
