the entry clearance operation is working smoothly and there are no problems. Co-operation between the Jamaican authorities and the High Commission is very
good.

refusals both at Kingston and UK ports of entry)
cyclical changes of this sort are often difficult to analyse, as they are on this occasion. There has, however in the last year, been, an overall increase in the number of applications; some increase in refusals would naturally follow from that.
