You will have gained a good feel for the points to make on Hong Kong from your recent stop-over there. We suggest you touch on
three themes:
(a) Basic Law: pleased that Hong Kong people are being given an
opportunity to comment fully on draft Basic Law. Stress importance of consultation process. Confident that China will take Hong Kong views fully into account.
(b) First SAR Government: welcome development of detailed dialogue
on Government structure and in particular on first SARG. Important that the two sides should continue to work closely together on this important matter.
(c) Mood in Hong Kong: referring to your meeting with the Governor
and other discussions during your recent visit to Hong Kong, you might stress Hong Kong's continuing success, the fruits of a dynamic and resourceful society. But concern felt by many people in Hong Kong about emigration trends is real: not just a fabrication of the media.
