MY VISIT TO JAPAN:

1. This has now been brought forward at Japanese request. shall be holding talks with the Gaimusho and other agencies in Tokyo on 18-19 April.

Beyond the general objective of contributing to "thickening up" I have three specific aims:

To continue the exchange on security issues begun when Hasegawa called on me last October. I should expect the discussion to cover:
i)
ii)
Security policy/arms control with particular reference to the securing of European/Japanese interests in a fast moving scene.
East/West relations including our assessment of Gorbachev's domestic success/failure and external policy thrust.
iii) Major regional issues.
Counter-terrorism. I will urge on the Japanese the UK point of view that the international community must continue to deal robustly with the terrorist threat; brief the Japanese on Irish terrorism; and learn what I can of their own problems.
