The Hong Kong Regional Office of the PSA provides technical works advice free of charge for the diplomatic estate in Hong Kong,
under a knock-for-knock arrangement whereby we help PSA in other parts of the world.

8. OED's submission of 23 September drew the tentative conclusion
that a "Britannia House", which would need to be built in
conjunction with a developer, would seem the most satisfactory way of striking a balance between the competing objectives of
"presence", operational effectiveness and costs we can afford. It
was agreed that this option should be explored further and that the next step should be to find out what scope there was for securing land from the Hong Kong Government at a discounted price, in order
to reduce the phenomenally high costs associated with the option.
The Minister raised this issue at a meeting with Sir David Wilson on
24 October, following which it was agreed that OED would write to
the Governor expressing an interest in the Queens Lines (NAAFI) site and asking at what price it could, exceptionally, be made available

9. The Swire Group, who because of their interests in an adjoining site would be a natural partner for HMG in the development of the Queens Lines site, have recently written to the Building and Lands
Department of the Hong Kong Government, expressing interest in
putting an office development on that site. The Hong Kong Government have told Swire that there are no plans at present to release the site for commercial development.
