GOVERNOR OF HONG KONG'S TRAVEL PLANS

Hong Kong Tel No 611 describes Sir D Wilson's travel plans. Given the focus on trade development and investment promotion of this visit, I would think it important that Sir D Wilson see both Sir James Cleminson (Chairman of the BOTB) and Lord Limerick (Chairman of the British Invisible Exports Council). This could be done under either 3(a) or 3(b) of TUR, with a strong preference for the latter.

2. It would have been useful for Sir D Wilson to address the British Overseas Trade Board or its meeting of Area Advisory Groups, had either been meeting during his autumn visit. This is unfortunately not the case. But I have no doubt that either Sir J Cleminson or Lord Limerick would be glad to make ad hoc arrangements.

3. I have mind both what the Governor might learn from these two bodies of the expectations of British visible and invisible exporters and also what he can tell them, as well as Ministers and officials, about the Asian NICs. This is a subject which the FCO will be addressing rather closely, particularly but not only before the OECD Ministerial in May and the Toronto Economic Summit in

June.
