The Governor of Hong Kong has suggested that he might give a public talk at Chatham House in the course of his forthcoming visit

to London.

Recommendation

I recommend that we encourage him to proceed with this

proposal.

Background

3. We and the Governor have felt for some time that there is a

good case for paying more attention to the public side of his visits

to London. The recent Parliamentary debate on Hong Kong has further heightened public and media interest in Hong Kong matters. It has also entrenched certain misconceptions about the policies of the British and Hong Kong Governments, which we should do our best to dispel.

The period in question would be a most appropriate time for a speech on Hong Kong by the Governor: it would be a month or so after
