I attach a self-explanatory circular from Mr Berman calling for proposals for any legislation that might arise in 1989/90, ie between October/November 1989 and October/November 1990.

I should be grateful for your advice on whether there are likely to be any requirements in connection with Hong Kong. feeling is that the answer is probably a nil return for the period. in question. There are probably one or two bits of legislation which will be required in due course in connection with constitutional changes which are in the pipeline. But these relate to amendments to the Letters Patent / Royal Instructions which may be required, possibly in 1991, as a result of changes to the composition of LegCo. We doubt that such amendments would require Parliamentary time. There could also be some Orders in Council but these are not primary legislation and would not require Parliamentary time either.
