COMMONWEALTH PARLIAMENTARY ASSOCIATION:
JANNUAL CONFERENCE, CANBERRA: 19-25 SEPTEMBER
1. Mrs Chalker will lead the UK Delegation of nine MPs and one Peer to this year's CPA Annual Conference (Canberra, 19-25 September, preceded by programmes from 14 September in the Australian States). The full delegation list is at Annex A: Ted Garrett MP will also attend as a CPA Regional Representative and Executive Committee member. The Minister will be accompanied by the Head of CCD and her
APS.

The CPA Annual Conferences are gatherings at which Commonwealth Parliamentarians from most Commonwealth countries exchange views on political, economic and other subjects of mutual interest. No resolutions are passed and no communiqué is issued. They provide an opportunity for our MPs to explain a British (not necessarily HMG's) point of view on current problems to over 200 other Parliamentarians from a wide selection of developed and developing Commonwealth countries. The UK Delegation have always been one of the best informed, and more attention is paid to our members' speeches than most. They speak as individual Parliamentarians, but on the whole an esprit de corps prevails on the more important issues and the facts of the Government's position, and arguments to support it, are generally well used by delegates. The Conference provides one of the more important regular occasions for the FCO to support Parliamentary activity, and our inputs are an important element in our attempts to establish better relationships with MPs of all parties.

The primary purpose of this minute is to commission the FCO contributions to the Delegation's briefing, based on the agenda (Annex B) and the Delegates' wishes as expressed at a briefing meeting chaired by Mrs Chalker on 5 July. These briefs will also be made available to CPA Delegates from the Channel Islands and the
Isle of Man. Its secondary purpose is to commission additional classified briefing for Mrs Chalker's use, both directly in the Conference, and to assist her and accompanying officials to brief the UK Delegates more fully on the spot.
