QUEEN'S SPEECHES ON THE PROROGATION AND OPENING OF PARLIAMENT

I attach a self explanatory commissioning letter from the Cabinet Office. We will submit two drafts through the Secretary of State each covering foreign and European Community issues.

I have had a word with the Cabinet Office. The Prorogation Speech is meant to deal with developments during the lifetime of this Parliamentary Session (ie since June 1987). I attach a copy of the last example (November 1986). The Opening Speech is meant to look forward to the next Session (likely to last a year or so). last example was in June 1987 (ie just after the General Election). Both speeches are likely to be delivered in (late) November.

In

Could I ask for any extremely brief contributions from departments for the two speeches, on separate sheets of paper. the past the major problem seems to have been boiling material down: so only really essential points need to be covered. Could Protocol Department in particular check the State Visits sections of both speeches?

4. Could material please reach the Planners' Registry (WH424D) by 14 September?
