1. Lord Glenarthur has seen a side copy of Mr Paul's minute of 12 December. He does not relish the prospect of a FAC enquiry into Hong Kong, and thinks that we should try and kill the proposal. But he has commented that this will need to be done with care so as not to suggest that we have anything to hide.
