Possible Foreign Affairs Committee inquiry into Hong Kong

The Secretary of State spoke to Mr Howell yesterday on the lines of the attached speaking note. The Secretary of State got the impression that the Committee probably would decide to mount an inquiry into Hong Kong but that Mr Howell was alive to the sensitivities. The Secretary of State asked that, if the Committee did decide to launch an inquiry, there should be further contact about the basis on which it would go ahead.
