I submit the main body of the briefing for Lord Glenarthur's drinks party on 27 April. The Minister may find it helpful to see it over the weekend, even though it is not quite complete.

2.

As I understand it, Lord Glenarthur will lead off with a brief

statement on Hong Kong. Thereafter discussion will be more or less structured, depending on the number of Parliamentarians who accept the invitation. I have accordingly prepared quite a lengthy introductory speaking note, which can be drawn on selectively if

necessary.

3. There are also defensive notes on more detailed matters

relating to the Basic Law. Most of these will need to be used only if one of the Parliamentarians has got hold of an advance text of

the Basic Law: this is not inconceivable. Lord Glenarthur may wish

Mr McLaren or myself to deal with any questions that are raised

about specific provisions in the draft.

4.

I also attach the latest complete text of the Basic Law which

we possess. It is, I fear, a forbidding document.

5. I shall submit at the beginning of next week further short defensive points on subsidiary issues which might be raised. I

propose to cover Vietnamese refugees, emigration, confidence and the

economy.
