HEADS OF MISSION CONFERENCE

1. Policy Planning Staff's circular of 9 December, asking for bids for Heads of Mission Conferences in 1989/90, reminds me that SPD asked the Planners in October to consider the suggestion made by Mr Coles in Canberra in his telegram no 877, that we might think of a conference for Heads of Mission from selected countries from the Pacific Rim.

2. SPD will be making no bid for Heads of Mission Conferences in 1989/90, since we had one in Wellington in October (mainly paid for from Mr McLaren's travel budget, not by Planning Staff), and I assume that SEAD may not be bidding either, as you have. had one recently too.

3. Should we, however, bid together for a Pacific Rim Heads of Mission Conference on the lines suggested by Mr Coles? We might start with the Posts listed in his telegram. It might be worth adding Wellington. There might also be arguments for involving some Posts in North, Central and South America.
