RELATIONS WITH PARLIAMENT: CONTACTS WITH MPS: HONG KONG

Please refer to your circular minute of 1 March. I believe

Mr Paul explained to you that we should like to delay replying to

the minute until after the visit to London of the Governor of Hong

Kong, which took place earlier this week. While he was here

Sir D Wilson discussed with Lord Glenarthur our presentation of

policies on Hong Kong in Parliament and the media: I attach a copy

of PS/Lord Glenarthur's minute of 21 March.

Where

At the meeting it was agreed that there was a need to keep up

our work on briefing the media and selected groups of MPs. This

makes Hong Kong a priority topic for a targeted drinks party. timing is concerned, it was agreed that it was right to start

working on briefing well in advance of any major Hong Kong related

event. The next newsworthy development will probably be the publication of the Basic Law for post-1997 Hong Kong, which is

likely to take place in early May. This suggests that a briefing

should be given to interested MPs in the second half of April.

understand that Lord Glenarthur will be in London in the week

beginning 25 April, and his Private Secretary will be considering

with you what date in that week would be best.
