Your manuscript minute on Mr Paxman's minute of 23 February about briefing on Macau refers. Given that the Sino-Portuguese Joint Declaration has now been ratified, and we have the "team lists" for the Joint Liaison Group and Land Group, there is little from a Hong Kong point of view which need be raised.

2.

I can suggest only that the Secretary of State might enquire when exactly the two bodies are expected to meet, and what sort of progress the Portuguese envisage. The Secretary of State might also note that the Governor of Hong Kong and the Governor of Macau meet from time to time, (most recently on 7 January), and that Sir D Wilson has offered to provide any suitable information on the working of the JLG that Macau might find useful.
