"(2B) The committee may appoint

subcommittees for the purpose of assisting

the committee in the performance of such

functions of the committee as the committee

may determine.";

in paragraph (3) by adding after "the times"

"(including any time during the period when

the Council is in recess between the end of

one session and the beginning of the next

session)" ;

by adding after paragraph (4A)

"(4B)

Paragraph (4A) shall apply during

any period when the Council is in recess

between the end of one session and the

beginning of the next session as it applies

during a session.".
