At one of the discussions we had recently with the Governor, he referred to his despatch and to the difficulties which are increasingly likely to face the Administration in Hong Kong with its lack of control over the Legislature. I referred, during this meeting, to the difficulties that the Governor might have in passing money bills through the Legislature and other legislative matters.

I have previously raised this issue in a minute to Mr Hoare dated 24 January 1985, paragraphs 3 etseq. We were then considering amendments to the Letters Patent and the issue was considered both in the Office and with Hong Kong. The then Governor was opposed to including a reserve power of legislation and ministers eventually decided not to include it.

The papers which I have retained on this issue do not have any
easily discoverable file number apart from "PM/85/16" on a minute from the Secretary of State to the Prime Minister.
