MR.SQHMEM: Sir, does the fact that Hong Kong has two

separate power companies to supply electricity to the

Territory have any bearing on the reduction of the risk

of large-scale power failures in Hong Kong?

FINANCIAL SECRETARY : Undoubtedly, Sir. The fact that

there are two companies does provide some measure of

comfort. The supplies are inter-connected as Mr. SOHMEN

knows, and if there is a failure in one supply, it can

sometimes be made good by the other.
