(i) close a road which in his opinion does not serve any

useful or lawful purpose, or

(ii) close a road for a period not exceeding 14 days in

any period of

three

months.

This authority has been delegated to senior officers of the Highways, Civil Engineering Services and the Territory

Development Departments.

For road closures which can be planned ahead, the

departments concerned have well established procedures, involving consultation with other relevant departments and if

to ensure that the closure is necessary, District Boards, necessary and that inconvenience to the public is minimised by appropriate traffic diversion schemes.

Before

implementation, every effort is made to inform the public of

new traffic arrangements.

After the closure, departments

concerned will monitor the situation closely to ensure that

the road is not closed longer than necessary.

The Police also has detailed instructions to handle emergency closures caused by traffic accidents, natural disasters, fires, or emergency repairs to public utilities. In such cases, the police officers attending the scene will take immediate steps to regulate traffic. Any decision about subsequent temporary diversions or road closures under Regulation 28 of the Road Traffic (Traffic Control)
