fixtures do not require prior approval, will the Administration

consider requiring the people concerned to take regular inspections

to ensure safety?

SECRETARY FOR LANDS AND WORKS: Sir, as I

mentioned earlier, in the past we have always regarded this as

being self-regulating, with the onus on the owner.
