A.

The second set of amendments seeks to improve

the administration of the Ordinance. At present, an

advertisement to lend money is only required to show the

name of the money lender.

licence number of the money lender should also be printed

in any advertisement. Failure to comply will attract a

maximum fine of HK$100,000 and two years' imprisonment.

The Registrar of Money Lenders, or any person

authorized by him may enter any premises and inspect

documents to ascertain whether the provisions of the

Ordinance have been complied with. As such inspections are,

in fact, carried out by the Police, it is proposed that the

olice should be given express powers under the Ordinance.

These powers shall only be used when the police have a

reasonable suspicion that the money lender has committed an

offence. Any documents seized must be related to the

offence. If no prosecution were instituted within three
