In view of the aggravating problem of pollution in Hong Kong waters during recent years, will Government inform this Council whether consideration will be given to setting up Marine Reserve Parks, as has been done in places such as Australia, the Maldives and the Seychelles/etc., to protect the local beaches and our marine ecological environment?

The Government is examining the need for marine
reserves for the purpose of conserving certain areas of
the local marine and coastal environment which are of
scientific or educational interest. Consultation within
the Administration is in progress to examine the various
implications of a proposal recently made by the World Wide
Fund for Nature, Hong Kong, in conjunction with the Marine
Biological Association of Hong Kong, for the creation of a
marine reserve.

The concept of marine reserve parks is an
attractive one, involving planning controls and statutory
pollution prevention to protect an area of the marine
environment. It would be appropriate for the protection
of areas which are at present relatively or completely
unspoilt, containing natural flora and fauna rare or
