'tolerable level'? HOW many minutes are regarded as

tolerable?

SECRETARY FOR TRANSPORT (in Cantonese): I am sorry, Mr.

HO, for forgetting about the second part of your

question. We think we have already tried our best to

solve the problem of traffic congestion. I think that

the present level is relatively tolerable but, of course, we

hope that such a level can be maintained before the

opening of Tate's Cairn Tunnel in 1991, and after we

finished with all the improvement projects, I am sure

the congestion problem will be reduced.
