noise from domestic premises and public places
(general neighbourhood noise);
secondly, construction noise and piling;
thirdly, noise from industrial or commercial premises; and
finally,
noise from individual items of plant or equipment.
At present, provisions to control general
neighbourhood noise are contained in the Summary Offences Ordinance. These provisions have been absorbed into the Bill largely unchanged and will continue to be enforced by
the police.

With regard to construction noise, the present
permit system for controlling work at night (that is between 7 pm and 7 am and on Sundays and holidays will be retained. The controls will however be extended to cover
prescribed types of construction work which may not
necessarily require the use of powered mechanical
equipment. The regulations prescribing such work will be
made after enactment of the Bill.
