On the 8th July 1987, I moved the motion to amend the Film Censorship Regulations 1987, made under the Places of Public Entertainment Ordinance, Chapter 172, by

BA (riis, deleting Regulation, the effect of which to revoke the power of the tensor to refuse to approve the exhibition of a film when he of the opinion that the showing of the film in a public place would damage good relations with other territories. That motion was in connection with an interim measure introduced by the Government, pending this bill, and that motion was

defeated.

The central issue of the debate then was whether or not 16. the Censor should be given the power to ban a film for

political reasons on the grounds that its exhibition would damage good relations with other territories. principal objection was that the relevant regulation infringed Article 19 of the International Covenant on Civil and Political Rights.

23 During the meetings of the ad hoc group studying the

UNG Poskwan the Honourable hin. YEUNG Po-kwan has had numerous meetings on this bill, and much improvement has been made thereto. There was also unanimity achieved in not wishing to see Article 19 being infringed by Section 10(2)(c) of this bill which gives the power of political censorship to the censor.
