In Legco Meeting on 18.5.188,
MRS. FAN : Sir, I have statistics here which show that the
number of young people who abuse psychotropic substances
between the age of
of 13 to 15 has
doubled in the first nine
months this year, compared with the figures in 1986. Could the
Secretary please tell this Council whether he considers the
educational efforts to curb the abuse of psychotropic
substances to be effective?
SECRETARY FOR SECURITY : Sir, I think it is difficult to give
an unequivocal yes or no to that answer. The Action Committee
Against Narcotics keeps a very close watch on the trends in the
abuse of all categories of drugs, and this of course includes
psychotropic drugs and trafficking amongst youngsters.
At the moment these figures are not considered to have reached
a significant level but they are increasing, as Mrs. FAN has
FAN
correctly said, and the Action Committee Against Narcotics will
monitor this trend and will introduce such action as necessary.
