Sir, I have explained

This is, however, not something which can be corrected

overnight. We have, I am afraid, a long history of

relative neglect of sewage treatment facilities, and the

result is the problem that we have on the south side

Hong Kong Island, where there are no mains sewers. Large

blocks of residential accommodation have been built over

the last 20 or 30 years with the requirement that sewage

facilities be provided by the developers.

Unfortunately, these facilities have not been properly

maintained, and it is largely as a result of this that we

have the present situation. The introduction of the water

control zone on the south side of the Island should help

to rectify many of these problems and this will be done as

soon as possible after the declaration of the water

control zone which we hope will be in October this year.
