there is a common theme in all the suggestions and comments on ands and Works matters made by my uneéŝicial colleagues in this debate, it is change and the need to adapt to it. This is scarcely surprising as it is hard.to recall any period when the whole of the economy and the environment seemed to be undergoing such dynamic change as it is now undergoing. It is the aim of
