referred to the brain drain. In reply, I would like to

engage in some plain speaking on the twin subjects of

emigration and brain drain.

I will describe first of all what is it we know

or believe about the present situation.

Then I will

explain why our knowledge is incomplete. Next, what we

are doing to improve our knowledge. And finally, what we

can and cannot do about the overall problem.

As Hon. Members and Hong Kong people know well,

but overseas commentators sometimes forget, Hong Kong has

been a jumping off point for emigration for over 100 years.
