There has been a lapse of a towards higher education in Hong Kong. quarter of a century between the establishment of the second and

In fact, the second university, the Chinese University of Hong Kong, was formed by the conglomeration of a few colleges which were already in existence at that time. cannot afford to wait another 25 years to have a fourth university. Comparing our population size and economic activities with some of the advanced countries, Hong Kong should have seven to eight

educationalist, universities. It is hoped that the Government and education sester could pay heed to this question.

The size of the Civil Service

Sir, I am deeply concerned about the rate of expansion of
