Sir, having participated in the manage- ment of subvented hospitals for about five years, may I say the frustration by both the management and staff in the subvented hospitals is being faced with the disparity in manpower allocation of resources and equipment between the fov- ernment hospitals and subvented hospitals. This, Sir, is demonstrated by the high wastage rate in terms of doctors as compared to the wastage rate of
