In the year before last the Government said that assistance should be offered to those in greatest need. If that

is the right direction then the Government should devise a more specific and comprehensive plan and clearly tell the public how it is going to implement that

conviction in the context of social services and other 25 public services. For a long time now the sandwich

class in Hong Kong has been complaining that it has not

been cared for by the Government very much. The

Government has responsibility of showing that the
